Troublesome inciters can be assassinated either covertly or overtly, or you may simply bribe them into accepting your generous rule. Of course, you'll also have to deal with foreign powers like the United States and the Soviet Union, making diplomacy - both internal and external - an essential part of any would-be dictator's tool belt.
