In most of the third world countries in the world, the United States has had a military presence, be it strong or weak. This presence has helped to ensure the safety of the country it belongs to, but also to regulate crime within the areas the military is stationed. However, a nefarious group of 12 people has decided that it is high time to start a terror ultimatum known only as the Blacklist. Terrorist attacks on the United States will escalate until they finally destroy all-important parts of the country in this countdown. The 4th Echelon has been recently formed with hero Sam Fisher at its head, a unit that only answers to the United States President. This team has the fate of the country in its hand as it is ordered to hunt down and destroy these terrorists before the Blacklist reaches its conclusion.
